This quote perhaps refers to Sai Baba himself and many other Saints. Sai Baba although the king of the kings, who granted and grants wishes of millions of devotees, who lacked nothing all His life wore the robe of beggar, often tattered.
Sai Baba not only wore the beggars robe but would go for begging rounds even though much money and gifts where offered to Him by the rich and poor who got their desired fulfilled, their agonies gone. Sai Baba used to say that people come here and gives what is due to Fakir ( Sai Baba referred to God as Fakir). He sometimes said Fakir pulls people here and they pay their debts to The Fakir.
